It is a part of Steam's Early Access program. In order to get it, you have to get Steam. Once you do it will show up either on the main page or in the Early Access section of Steam when it is online. However, it is not actually online yet, this is just an announcement that it is coming soon. There is no restrictions to early access, anyone can participate, though you may be required to actually purchase/pre-order the game to gain early access.
